Policies changes

What changed

  • Converted long prose and oversized HTML tables into compact, accessible tables.
  • Kept the snapshot quotas, partitions, wall times, QoS and concurrency caps but labeled them as a migration baseline requiring owner approval.
  • Corrected the “four QoS”/five-item contradiction.
  • Removed unsupported storage-throughput promises and exposed the Muon/BeeGFS ambiguity.
  • Separated RAID, backup coverage, independent copies and restoration guarantees.
  • Added acceptable-use rules for authentication, sensitive data and scheduler controls.
  • Added live validation commands and clarified that caps are not entitlements.
  • Preserved the required acknowledgment wording.
